fix: change title only after any pending work has completed #17061

We have to use an effect - not a render effect - for updating the title, and always. That way we change the title only after any pending work has completed. Fixes #17060

don't love this, but it felt even weirder to have a entirely different method that is 90% the same, and I couldn't come up with a good name for that method
